How do I check if a GST number is valid?

What does a GST number tell you about a business?
The first two digits are the state of registration (08 is Rajasthan), characters 3 to 12 are the PAN of the holder, and the 4th character of that PAN reveals the entity type: C for a company, P for an individual proprietor, F for a partnership firm or LLP, T for a trust.
Is this check the same as GST portal verification?
